Without the convenience of portable communication devices widely across Blanc, it was really hard to set coordinated tasks among Heroes and its locals. They do have Carriers, but only a particular set of individuals have access.
Enprise does have old fashion telephones, but that's about it. The planet as a whole really has outdated technology... They have other means to fulfill their needs, such as mana and magic, but sometimes even those can't match up to modern or futuristic standards. ]
But the quality of life is slowly improving despite the war. We actually did not have vending machines until recently... And the televisions only had news programs and political broadcasts previously. Its availability is more spread across the country now as well, when only limited household had them before.
